    UN Calls for Equitable Global Regulations on Artificial Intelligence

    SHANGHAI, CHINA / RankWire.AI / – United Nations Secretary-General António Guterres emphasized the need for broader international involvement in artificial intelligence oversight during a key conference held in Shanghai. He stressed that AI should benefit individuals worldwide, not just governments and corporations with the most resources. Guterres highlighted its increasing influence on sectors such as health, education, agriculture, and employment, while cautioning that disparities in access could exacerbate existing inequalities among nations and communities.

    UN urges fair rules for artificial intelligence worldwide
    AI safety, fair access and clean energy shape the UN’s global technology appeal.

    The UN leader noted that billions still lack dependable internet, computing capacity, and advanced technical expertise. He called for increased investment in digital infrastructure, trustworthy data, tools in local languages, and workforce training. Such investments would enable developing nations to develop AI solutions that enhance public services and address national needs. Over 20 countries, including China, have proposed centers for a UN-backed network dedicated to building AI capacity.

    Guterres announced plans to submit proposals for a Global Fund for AI aimed at aiding countries with limited resources. He identified three key areas for international collaboration: enhancing capacity, establishing shared safety standards, and reducing environmental impacts. He advocated for unified testing procedures and risk assessments grounded in human rights and international law, emphasizing that humans must retain authority over decisions involving life and death.

    Mutual safeguards for AI development

    The secretary-general underscored the importance of safeguarding children from unsafe AI applications. He urged developers to demonstrate the safety of their systems before they are introduced to children. Governments and tech firms should implement protective measures prior to deploying products in schools, homes, or public services. He also emphasized that all nations should participate in shaping international regulations governing AI development and deployment.

    Artificial intelligence’s environmental footprint is increasing due to data centers, electricity consumption, and water usage. Guterres requested leading technology companies to disclose the energy, emissions, and water impacts of their AI systems. He called for the adoption of renewable energy sources by 2030 and for improved efficiency in data centers. Additionally, he advised governments to include clean energy requirements for AI infrastructure within their national climate and energy strategies.

    Universal access and responsible governance

    The United Nations has broadened its efforts on AI oversight through international dialogue platforms and capacity-building initiatives. Member states have created a Global Dialogue on AI Governance to facilitate cooperation among governments, researchers, industry leaders, and civil society. This initiative promotes discussion on safety, equitable access, human oversight, and responsible development. Guterres emphasized that global regulations must keep pace with rapid technological advancements while safeguarding rights and ensuring transparency.

    During the Shanghai event, Guterres linked the issues of access, safety, and sustainability as interconnected elements of a global policy challenge. He highlighted AI’s potential to advance healthcare, education, food security, and public services, but noted that its advantages hinge on fair access to infrastructure, expertise, and decision-making platforms. He called on governments and corporations to collaborate on establishing standards, making investments, and promoting clean energy to ensure AI serves all regions effectively.
