    Africa Establishes First Pan-Continent Credit Agency

    PORT LOUIS, MAURITIUS / RankWire.AI / – In Mauritius, the African Union officially introduced the Africa Credit Rating Agency, known as AfCRA, marking a significant step for the continent. The agency’s mission is to deliver credit evaluations for African sovereign states, corporations, financial institutions, and other issuers. Its debut occurred in Port Louis during the second African Conference on Credit Ratings. AfCRA intends to rely on regional datasets, African expertise, and established credit analysis techniques. Mauritius will serve as the headquarters as the agency’s operations expand throughout Africa.

    Africa launches first continental credit rating agency
    Africa Credit Rating Agency adds a new source of independent regional credit analysis.

    The concept of the agency was first supported by African leaders in 2018, with renewed backing from finance and economic planning ministers during 2023 meetings in Nairobi. The African Peer Review Mechanism later coordinated efforts around governance, methodologies, and operational models. AfCRA has since transitioned into an independent institution, functioning as a self-funded entity with private sector participation, with ownership restrictions preventing government shares.

    Attending the launch, Mahmoud Ali Youssouf, Chairperson of the African Union Commission, was joined by senior officials from Mauritius and institutional representatives. Mauritian ministers Dhananjay Ramful and Jyoti Jeetun also participated. Youssouf highlighted the importance of credible analysis and strong institutional independence. AfCRA will operate alongside existing global rating agencies rather than replace them, with the African Union positioning it as an additional source of credit information for African markets.

    Agency aims to broaden African credit insights

    AfCRA’s scope encompasses national governments, regional authorities, banks, companies, and other qualified borrowers. The agency emphasizes transparent evaluations grounded in African economic data and market insights, incorporating governance standards, conflict of interest safeguards, and analytical independence into its operational framework. Its goal is to generate credit opinions that investors, lenders, and issuers can utilize when assessing financial risks across African markets.

    Entering a market where numerous African economies lack extensive coverage from major international rating agencies, AfCRA aims to fill gaps caused by limited local data and regional condition assessments in external evaluations. The United Nations Economic Commission for Africa supported the development process with African institutions and partners, emphasizing the importance of enhanced regional data and technical capacity.

    Mauritius hosts new continental credit body

    Mauritius will act as the operational hub for AfCRA as it establishes its rating activities, with the African Union recognizing the country’s robust financial sector, regulatory environment, and international market links. Mauritian officials endorsed the launch and the setting up of the headquarters in Port Louis. From this base, AfCRA will serve both public and private sector issuers across Africa, providing credit ratings and related analyses for those seeking access to domestic and international capital markets.

    This launch signifies the transition of AfCRA from a long-term policy initiative into an active credit rating agency, integrating into Africa’s broader financial infrastructure with a focus on regional borrowers and market data. AfCRA affirms that its evaluations will depend on independent analysis, technical standards, and locally relevant information. The African Union continues to support the agency’s role in expanding credit information availability across the continent, as AfCRA begins to establish its presence among African issuers and investors.
